Philippines Travel and Tourism Sector on Track for Record PHP 5.9 Trillion Surge in 2025 with Bold Outlook for Fourteen Million Jobs by 2035

The Philippines is set to reach an extraordinary new chapter in its tourism journey. The World Travel & Tourism Council (WTTC) has revealed fresh projections that paint a remarkably optimistic future for the country’s Travel and Tourism sector in 2025. After a banner year in 2024, new data from WTTC’s 2025 Economic Impact Research (EIR) suggests the country is on track to surpass all previous tourism milestones.

Backed by surging visitor numbers, strong domestic travel momentum, and strategic government efforts, the Philippines is emerging as one of Southeast Asia’s tourism powerhouses with the potential to reshape its national economy over the next decade.

Unprecedented Economic Contribution in 2025

WTTC forecasts that the Philippines’ Travel and Tourism sector will generate a record PHP 5.9 trillion in economic value in 2025. This figure represents a 13.5% increase over the pre-pandemic benchmark set in 2019 and marks a historic peak for the industry. If achieved, the sector would account for an impressive 21% of the country’s total Gross Domestic Product (GDP), further reinforcing tourism’s role as a critical driver of national development.

This growth is not merely numerical—it is structural. Tourism in the Philippines is no longer a supplementary activity but has evolved into a central pillar of economic stability, social mobility, and long-term sustainability.

A Surge in Employment and Livelihood Opportunities

One of the most striking aspects of the 2025 forecast is the employment projection. The tourism sector is expected to support 11.7 million jobs next year, nearly 24% of all national employment. This rise underscores the inclusive impact of the industry, from hospitality workers and tour guides to transport operators and local artisans.

This massive job footprint reflects the industry’s role in delivering widespread economic benefits across urban centers and rural provinces alike. Tourism’s rapid expansion is not limited to the bustling centers of Manila, Cebu, and Davao—it is also breathing new life into emerging destinations, from the ancient rice terraces of Banaue to the pristine shores of Siargao’s powdery beaches.

International and Domestic Visitor Spending Break New Records

Spending figures also tell a powerful story of the country’s rising global and local appeal. International visitor expenditure is expected to hit PHP 709.2 billion in 2025—surpassing the previous record set in 2019 by 2.1%. Meanwhile, domestic tourism continues to be a dominant force, with Filipino travelers projected to spend PHP 4.1 trillion within the country. That figure represents a significant 9.3% rise over the last high and reflects a resilient and enthusiastic home market.

This balanced growth in both international and domestic segments has created a dynamic and sustainable tourism ecosystem. Filipinos traveling within their own borders are helping preserve cultural heritage, support small businesses, and maintain continuity during global disruptions—while international visitors fuel foreign exchange earnings and global recognition.

2024 Set the Foundation for a Stellar 2025

Much of 2025’s anticipated success builds on the momentum of 2024. Last year, the Travel and Tourism sector made a PHP 5.3 trillion contribution to the economy, marking a strong rebound from the pandemic era. Jobs in the sector reached 11.2 million, and domestic travel spending soared to PHP 3.6 trillion, while international visitor expenditure climbed to PHP 644.8 billion.

These gains were the result of a coordinated national effort—fueled by policy support, improved air access, digital marketing, and a renewed global interest in Southeast Asian travel. This performance reset the national benchmark and laid the path for the exceptional gains projected in 2025.

Julia Simpson, WTTC President & CEO, said: “The Philippines is a standout example of how Travel & Tourism, when supported by a clear, long-term vision, can deliver real economic impact and long-term opportunity.

“This success speaks to the country’s extraordinary appeal, its policy focus on tourism as a growth engine, and the energy of its people and private sector.”

Vision for 2035 Aims for Transformative Growth

The World Travel & Tourism Council envisions an even more dynamic future for the Philippines, projecting that by 2035, the country’s tourism sector will generate a staggering PHP 9.2 trillion in economic value—approaching 20% of the national GDP. Over the next ten years, the industry is anticipated to create approximately 2.5 million new jobs, elevating total employment in the sector to an impressive 14.1 million.

This trajectory will be supported by continued investments in tourism infrastructure, digital transformation, sustainable practices, and the development of secondary destinations. The push toward smarter, greener, and more inclusive tourism will ensure that growth is both robust and resilient.

The country’s focus on enhancing airport capacity, modernizing transport networks, improving tourism training, and fostering community-based experiences will remain essential. These efforts position the Philippines not just to grow in size—but to lead in innovation and sustainability within the global tourism landscape.

A Call for Policy and Private Sector Synergy

While the outlook is bright, WTTC also underscores the importance of ongoing collaboration between the government and private sector. To maintain this growth momentum, the Council urges Philippine policymakers to develop and implement clear, future-ready regulations that support sustainable development.

Long-term investment in tourism education, workforce upskilling, and destination marketing will be crucial. The WTTC also stresses the need for a unified national tourism brand that resonates globally and promotes the Philippines as a diverse, vibrant, and welcoming destination.

With effective governance and strategic partnerships, the Philippines has the potential to lead the global conversation on tourism development—and become a model for countries seeking to recover, grow, and transform through travel.

The Philippines stands at a transformative moment in its tourism evolution. With record-breaking economic contributions, rising visitor spending, and expanding employment opportunities, the Travel and Tourism sector is on track to deliver not only national prosperity but also deeper cultural pride and global recognition.

As 2025 approaches, the world will be watching how the Philippines leverages its natural beauty, rich heritage, and people-powered tourism industry to redefine what success looks like in the modern travel economy.
