Philippines grants visa-free entry to boost Indian tourist arrivals

The Philippines launches visa-free entry for Indian travelers, aiming to strengthen tourism ties and increase arrivals from this key market.

The Philippines has announced a new visa-free entry scheme to encourage more visitors from India. Effective May 2025, Indian citizens can now enter the Philippines without a prior visa under two categories. First, all Indian tourists are eligible for a 14-day visa-free stay for tourism purposes. Second, those holding valid visas or permanent residency from countries like Australia, Japan, the United States, Canada, Schengen-area nations, Singapore, or the UK qualify for an extended 30-day visa-free stay.

According to the Philippine Embassy in New Delhi, these new options come in addition to the existing e-visa system and aim to simplify travel exclusively for tourism visits.

Key entry requirements still apply: travelers must hold a passport valid for at least six months beyond the stay, have a confirmed return or onward ticket, proof of accommodation, and sufficient funds for their trip. Officials emphasized that the visa-free stays are strictly non-extendable and cannot be converted to other visa types. Entry is permitted through all major airports, secondary hubs, and seaports (including cruise ports) across the country.

Official rationale and reception

Philippine authorities have explicitly linked the policy to a national tourism push. “Indian nationals who wish to visit the Philippines for tourism purposes may be granted visa-free entry for an initial stay not exceeding 14 days,” the Embassy stated, underlining the government’s goal to promote and encourage tourism development.

Tourism Secretary Christina Garcia Frasco has identified India as a “priority market” for Philippine tourism, affirming the administration’s commitment to positioning the Philippines as a top destination for Indian travelers. Officials also pointed to the cultural and historical affinities between the two nations as a foundation for stronger tourism exchange.

The announcement has been warmly received by Indian officials and industry stakeholders. India’s Tourism Minister G. Kishan Reddy recently remarked that the Philippines deserves far more attention from Indian outbound travelers. The visa-free entry follows earlier measures, such as the launch of an e-visa system for Indians last year, and is viewed by travel experts as part of a broader trend of visa liberalization to attract Indian tourists. Regional competitors like Thailand and Malaysia already offer visa-free entry to Indian passport holders, making this a timely move.

Expected impact on tourism and travel

Travel and hospitality professionals are optimistic that the eased entry process will spur a surge in Indian arrivals. In 2024, the Philippines welcomed approximately 79,000 Indian tourists, marking a 12% increase over the previous year. While still modest compared to arrivals from Northeast Asia or Western markets, the growth trajectory and India’s large outbound travel sector present strong potential.

Philippine tourism authorities hope the visa-free access will accelerate this growth, helping India become one of the top source markets. Early indicators are promising, with Indian arrivals ranking among the fastest-growing segments. By targeting Indian travelers, the Philippines seeks to diversify its tourism base and attract new demographics, particularly as visitor numbers from traditional markets like South Korea have softened.

Improved air connectivity is also expected to play a major role. Direct flights between New Delhi and Manila are scheduled to begin by late 2025, and combined with the visa changes, this development could significantly boost two-way travel. The Department of Tourism has been working closely with airlines and tour operators to leverage these opportunities, aiming to enhance the Philippines’ competitiveness and accessibility for Indian tourists.

Rajeev Kale, President & Country Head – Holidays, MICE, Visa, Thomas Cook (India) Limited said, “The Philippines’ announcement of visa-free entry for Indian nationals is a strategic move aimed at unlocking the potential of India’s powerful and rapidly growing outbound market. This visa-free access will create significant strategic advantage for the Philippines- a yet underleveraged destination and we see potential especially for travel hungry young India’s millennials, GenZ, couples, working professionals and adhoc groups of friends; equally our MICE segment. Our recent India Holiday Report 2025 reiterates that simplified visa processes and easy access are key drivers in India’s outbound story with 44% respondents more likely to visit countries offering simplified visa processes like visa free, e-visa or visa-on-arrival options. Additionally, the destination’s wildlife, adventure and outdoor sports holds strong allure for India’s consumers. While connectivity is not yet direct, access offered by multiple low-carriers and full-service carriers are available via Air Asia, Scoot, Singapore Airlines, Cathay Pacific – not only from India’s key metros but also Tier 2 & Tier 3 cities. Ultimately, the visa-free entry initiative reflects the Philippines’ determination to revitalize its tourism sector by tapping into India’s booming outbound travel market. Travel experts and hospitality professionals will be monitoring closely to assess the policy’s impact on visitor numbers and tourism revenues in the coming months, as the industry prepares to welcome more Indian guests under this expanded framework.
